I have a Nationwide Cash ISA and also a stocks and shares ISA making up the maximum I can invest in one year. However the stocks and shares isa has been losing money every day, should I just take out the money and stick with the cash isa? I know that there is some kind of penalty but I would have thought that it still is better than what I am going through right now.

I would say no. A stocks and shares ISA is a long term investment and even fi you are losing right now, by withdrawing you will only be making things worse. The stock market always comes back over the long term, just leave them in there and in a few years you will be better off.
