Fixed rate Cash ISA (Lloyds) minimum deposit?

Have been looking through the small print online but I cant seem to find out anywhere. Can someone please tell me where the minimum deposit is for the fixed rate cash isa Lloyds offers is? Also I know it is a little late on in the year but I wanted to know the date that the tax year changes on. I know its in April but for ISAs when is the actual date when you can open a new isa?

For the moment the current fixed rate Cash Isa minimum deposit with Lloyds is £3,000. Also the hitch with this account is that if you decided to withdraw any money from the minimum of 3k then you will not receive any interest on your account  so it ALWAYS has to be over 3k.
