Best ISA rates @ Halifax?

Hi there, apparently the number one bank / financial institute for ISAs and ISA rates = Halifax! Or at least, it says on their site that they're Britain's number one. What's this based on?

It doesn't necessarily mean that they're objectively the best, or even offering the best rates. It refers to the number of ISA account holders in July 2009, and presumably, that there were more ISA customers with Halifax than with other banks. However, they are offering a good interest rate of 0.5% (tax free) regardless of the number of withdrawals and deposits you make. This is 0.4% more than many other banks. You can also transfer an existing ISA to Halifax free of charge, or set your account up online.
