When would I have to use the Student Finance LA finder?

I was looking online and I found the Student Finance LA finder. But I don’t understand what it is used for. Isn’t everyone obliged to use the student finance in their area? I mean don’t you just need to go to the local town hall and go to the Student Finance section? I’m worried that perhaps I have done it wrong? Can you apply to more than one LA?

I think that people just use the Local Authority finder for if they need to contact them via telephone or mail. For example when I went to uni I applied to Wolverhampton Student Finance and I had to send off my forms to the town hall. I already had the address but I can imagine that if you didn’t the details are probably on the LA finder also.
