What are the early retirement USPS incentives?

I keep reading that the early retirement USPS incentives are very good and that many people are taking to early retirement? Why is this? Why is the postal service paying so much to get rid of people?

It is true that they are getting rid of people, but it helps them more in the long run, they are getting rid of people to save money. Sure 15k might seem like a lot to buy people out but imgine what they earn per year. The USPS are saving money by getting rid of these people, and they need to at the moment because they are losing so much money. I found it really strange too though. You would think that even though they are going to save money, who is going to do their job, sure they cant just cut these 30,000 jobs and not replace them with other people. Does anyone know what happens then?
