What's the point of only offering cat and dog pet insurance? HSBC are doing just this and I think it's a bit outrageous! What about other pets like rabbits, guinea pigs, chinchillas?

A lot of insurers offer specific policies to cover target groups. For example: over 50s travel insurance, car insurance for women, poor credit history loans... Specialising allows them to assess the risk involved more accurately because they're not offering a 'one size fits all' policy. It's probably the same thing with HSBC – there's a lot more sense in insuring only certain types of pet if it helps you to better calculate the risk involved. It's less risky for them, and should also save you money because your pet isn't being lumped in with a million other animal groups!
