I'd like to borrow some money in order to make some necessary renovations to my home: I need to repair some cracks and replace some old wiring. It's not purely for the look, I also want the place to be clean and safe for my kids. In terms of finance loans: is bad credit history always an issue, even if you want a loan for a very good cause?

I can understand your needing to borrow for a good reason, and there aren't too many better reasons than ensuring the safety of your children. Perhaps the regular loan route will be an expensive option if you need to factor in the effects of your bad credit history. You could consider approaching your financial advisor at your bank: there should be one assigned to you automatically as a customer. They might be able to come to a fair arrangement if you explain your situation to them. Make sure that you are prepared to answer their questions though: exactly how much money do you need, exactly how will it be spent, and exactly how will you repay it?
