Can a company change defined benefit pensions to defined contribution pensions without consulting its members?

I doubt it, but perhaps they can choose to change the pensions for future employees. Have you noticed a difference in policy? Perhaps it could be due to the fact that they have decided that new employees will follow a different plan.
