I see on the website for Premium Bonds that I should apply, since I live in Germany, via post to National Savings and Investments, Blackpool. Why can I not apply online?

You sort of answered your own question! You can't apply online unless you're a UK resident. According to NS&I this is because the country you live in may not approve of a 'lottery' being marketed online. At least you're not in America where you're unable to apply and manage bonds at all! I would imagine that Germany will allow you to have premium bonds. You will have to pay with a cheque, which must be from a UK bank account. If you've got one and can download the forms it should be simple enough.
