How much return will I get from my National Savings Certificate (NSC)?

I am planning to invest around Rs. 10,000 in a National Savings Certificate (NSC) but was wondering what kind of rate of return I am going to expect? If I wanted to say double my investment, is this possible? How long would this take? How much tax am I looking to pay in taxes?

I think they say that the average time it takes to double your investment with NSC’s is around 8 years. But that is just what I have heard I couldn’t tell you from personal experience.
