What's the Investment Management Certificate / IMC? I saw on my advisor's site that he has this and I know it's like a test for professionals, but is it something basic or does it distinguish him as an expert?

It is a qualification of sorts, because it's a certificate approved by the Financial Services Authority and is typically required if you want to have a job in investment management. Having said that, it only takes seven days to complete... or five if you opt for the accelerated course! So it's not a degree in rocket science or anything. It's seen as being entry level rather than the mark of an expert. If this is the only thing your advisor has you may want to invest elsewhere! It's more likely it's just one of his additional qualifications though.
