Are the rules different for debit cards & credit cards in other countries?

My girlfriend is in the UK for Erasmus and is always surprised by how many students have credit cards and pay for things using 'plastic cash'. Are the rules different for debit cards & credit cards in other countries? At least for young people?

The UK is certainly always willing to give people a lot of credit! I think the main difference is that credit controls are much stricter in other countries – both in general and for young people. I live in Germany now and I often wonder how the average UK family would cope over here: you can't leave your credit card balance rolling on for months and years, you have to pay it off within eight weeks! I think the approach to debt on the continent is a bit different. A lot of Germans I've met are shocked to hear that some people in the UK finance their whole life with a credit card (or ten) and only ever pay the minimum amount off! Where is your girlfriend from?
